Three billion dollars of black market economy? This is just one controlled substance, and a relatively inexpensive one, at that. Yet, the last time I was in the ‘Dam (2003) the coffee shops in Amsterdam weren’t overrun by Uzi-wielding mafioso, or dreadlocked caricatures of Rastafied gangsters.
There is a reason why organized crime doesn’t traffic in cola, blue jeans, pumpkins, or christmas bulbs. Almost anybody can make and sell these things, almost anywhere in the world. Organized criminals can’t compete with legitimate businesses. Good trumps evil when people are free.
The war on drugs enables terrorism, domestically and abroad. Drugs are not the problem. Prohibition is the problem.

I sometimes wonder how much the demand of drugs would go up if they were legalized. I tend to believe not significantly.
I think the few individuals who abuse drugs today, whether LEGAL (prescription meds, alcohol, aerosols) or ILLEGAL would continue to abuse them either way.
Your example of Holland is perfect. You can also make the comparison to alcohol consumption in Europe compared to the U.S. It is not abused anymore in Europe than it is here. If anything, it is abused less.
Freedom and education is the answer. As a society, I tend to believe we should look out for one another and help educate each other on issues (substances in this case), but never preach and infringe upon the freedom of choice. We should never invade upon someone’s private life and private decision.

Let private charities help people with addiction I am sure they can do much better then guys with guns. Think about the destruction caused over a plant?!
